James E. Deyo III, MBA, is President/CEO of COBRA Plus Administrators, Inc. and a
Principal for Pacific Benefit Consultants, Inc. He has been involved in the employee
benefits field since 1976. Jim holds a B.S. degree in Human Resources Management
and a Master’s degree in Financial Planning. He previously held positions as a Benefits
Manager for an international company with over 16,000 employees, a Regional Claims
Manager for a Third Party Administrator, and a Consultant and Benefits Software Designer
for a national benefits consulting firm. He is a member of the International Foundation
of Employee Benefit Plans, Sacramento Association of Health Underwriters (SAHU),
a previous instructor of the Certified Employee Benefits Specialist program, and
a retired Air Force Reserve Officer that provided Air Refueling flight training as
well as a Military Operational Planner.

Joe L. Gaither, CLU
Joe Gaither is the President and Chief Executive Officer of Pacific Benefit Consultants,
Inc., a Sacramento based Section 125 Administrator. Joe is also Vice President of
a related company, COBRA Plus Administrators, Inc. He has been involved in the employee
benefit field for over 35 years.
He founded one of the first pension administrative companies in California and was
involved in the life insurance business for many years. He is a member of the International
Foundation of Employee Benefit Plans and is a past instructor of the Certified Employee
Benefits Specialist program.
